‘Intangible Cultural Heritage（ICH）in the Community’ is a new policy to promote the Safeguarding of ICH in urban communities. From local pilot to comprehensive promotion，this policy has achieved phased results in mobilizing community people to participate in the Safeguarding of ICH，built an network of ICH，and created an space of ICH，which is a feasible path for the regional overall Safeguarding of ICH. And there are still some key problems to be solved. First，there is still excessive reliance on administrative power in the Safeguarding of ICH，and the ‘endogenous mechanism’ of the Safeguarding of ICH has not been established. Second，there is ‘de-contextualize’ of ICH needs to be solved，and its solution，the ‘re-contextualize’ of ICH，still needs to be explored. Third，the two concepts of ‘community’ are stuck together，and the core of the concepts still need to be sorted out. In further practice，it is necessary to strengthen efforts to explain and publicize the concept of Safeguarding within “ICH in the community”，deepen the understanding the initiative of the representative ICH projects，people and objects related to ICH，promote the construction of the related network of ICH，promote the establishment of a broader cultural identity，and improve the guarantee mechanism of “move-in projects”.
