Intangible cultural heritage protection and urban governance are two important propositions in the process of promoting the modernization of national governance system. Since entering the new era，especially since the 14th Five-Year Plan period，which started a new journey of comprehensively building a modern socialist country，the protection of intangible cultural heritage puts more emphasis on “systematic protection” that integrates urban and rural development，social governance and business improvement，Urban governance puts more emphasis on building a people’s city with enhanced cultural governance capacity. Therefore，the two complement each other，emphasizing not only the city as the space carrier of intangible cultural heritage，but also the intangible cultural heritage as the resources of urban governance，which should play a role in urban governance in the protection of intangible cultural heritage. From the perspective of concrete practice，it is mainly manifested in four aspects：telling good urban stories，helping urban renewal，serving urban grassroots governance，and improving the quality of life of urban residents. Of course，the mutual promotion of urban governance and intangible cultural heritage protection，as a very contemporary，innovative and forward-looking cause，there are also some problems behind the successful practice，such as absence，offside and dislocation，unclear role positioning of all parties，backward facilities for urban intangible cultural heritage inheritance，and other problems. We need to establish new objectives，new patterns，new platforms and new mechanisms to improve.
