During the 14th Five-Year Plan period，high-quality development has become the main theme of the times. Village homestay plays an important role in helping the overall revitalization of rural areas，breaking the imbalance between urban and rural development，and enhancing people’s livelihood for the final high-quality lives. By investigating the typical cases of village homestay in Jiangsu province，the study analyzes some bottlenecks of the development such as reshuffling under the normal situation of the epidemic，uneven spatial distribution and insufficient development，the fragmentation and the divided policies from various sources，the single effect of industrial therapy to benefit farmers，the low efficiency of digital governance，the weak degree of operation standardization and service normalization，etc. Therefore，the following suggestions can be put to use. First，stick to the people-centered philosophy of development to build a happy industry of village homestay. Second，find out the family background，plan scientifically and create a model of village homestay cluster in Jiangsu province. Third，give priority for ecology development and set formulation of green standards for the homestay industry. Last，insist the development which is enabled by technology，driven by information to improve the efficiency of digital governance of village homestay.
