In 2016，a series of state strategic decisions and major deployments concerning “internet+” modern agriculture were launched in succession. Public opinions extensively focused on the comprehensive and in-depth integration and development of “internet+” and the whole agricultural value chain，with positive views on “internet +” in promoting the transformation and upgrading of traditional agriculture and increase of farmers’ income，role played by new farmers in business start-up，innovation and village governance，etc. Rural e-commerce development triggered in-depth thinking and comments from multiple perspectives.
