This paper starts with an examination of the evolution that the elderly-serving policy framework is undergoing in the Capital City，at the level of policy text. Then it provides a theoretical interpretation to the problems and their sources on the basis of research and judgment on the trends of aging in Beijing. Finally，policy recommendations are proposed for the improvement of the elderly-serving policy system as a consequence of the above-mentioned work.
