As an important way of putting socialist values into practice，voluntary service is continuously progressing in terms of specialization and institutionalization. From the scholarly perspective of social governance，this study focuses on the status and feature of the development of social service in Beijing，discussing the path by which social service plays its role and related problems occur in social construction，especially in community advancement. Policy recommendations are proposed for it future development in terms of legislation，institutionalization and specialization.
