The inquiry shows that various problems exist in the administrative system of the city sub-center：the insufficient capacity of the sub-district authorities in integrated administration of their jurisdiction，the uneven responsibility and rights of the sub-district authorities，the supervision and evaluation of the functionaries by the sub-district authorities being merely a matter of form，and the lagging-behind of the construction of sub-district public service system. Problems also exist on the community level：the inadequate provision of hardware that is beneath the standard，the Party building being unsuitable for future advancement of the community，incapability in service provision due to the predicament concerning the role of the neighborhood committee，the multiple difficulties dampening the enthusiasm of social workers，weak capability in social mobility，and dilemma in reducing the burden of the community. Based on the above-mentioned，this study proposed corresponding counter-measures.
