本文基于对北京市81家助残社会组织的问卷调查，分析了助残社会组织发展面临的主要问题，并从浓厚社会氛围、加大孵育和扶持力度、完善优惠政策、提高监管力度、加强行业平台建设和社会组织能力建设等几个方面提出了对策建议。
<<Based on a questionnaire inquiry of the 81 help-the-disabled social organizations in Beijing，this paper analyzes the major problems impeding the development of these organizations. Counter-measures are proposed in terms of fostering the social environment，strengthening incubation and support，improving preferential policy，tightening regulation，and enhancing the building of industrial platform and capability of social organization.
