In the light of the prominent problems existing in the social construction in Beijing，this paper concludes that innovation of the interpretive mechanism must shatter stereotypical mindset and behavior of “always centering on the government”. The function of administration，social organization and autonomy must be distinguished and analyzed. The paper also discusses the object and principle in designing，organizing and implementing the overarching project. A new mechanism of social governance must be established for integration of the three-in-one construction of communities，social organizations and social work in one overarching project.
