本文以北京NY街道12个社区为分析单位，重点探讨了社区党组织在城市社区治理中发挥什么样的作用以及如何发挥作用。结果发现，社区党组织在城市基层社会治理中的作用有四个方面：组织引领、搭建平台、协调整合、规划与总结提升。根据社区党组织在治理过程中面临的一些新挑战，提出如下建议：以个性化服务为切入点来增强社区党组织凝聚力、以品牌化建设为着力点来完善社区党组织的服务能力、以灵活多样的方式来提升社区党组织的组织生活吸引力、以分类施策的办法来推动社区各类党员的有序管理以及构建“街乡吹哨，部门报到”“党员回社区报到”体制机制来推动基层治理的权力“下沉”等。
<<This study，taking 12 neighborhoods of the NY Sub-district as units of analysis，focuses on what kind of role the community Party organizations play in urban community governance and how that role is played. The result shows that the community Party organizations contribute to the governance of the grass-root urban society in four aspects：organizational guidance，platform setting，coordination and integration，and planning and promotion. In view of some problems confronting the community Party organization in the process of governance，this study makes a few proposals as follows：properly dealing with the relations between the community Party organizations and the autonomous organizations，integrating community resources on the basis of democratic consultation，being oriented towards expanding community participation，and strengthening Party building at the community level.
