The building of the Party organizations at the grass-root level constitutes a fundamental part of political building of the Party. It is a core factor in strengthening the Party’s capacity as a ruling force and consolidating its political power at the grass-roots level. Based on the research work of “Survey and research of the urban and rural governance in Beijing”，this paper makes the urban and rural community at grass-root level as a breakthrough point，conducts an in-depth survey of the Party building and related problems at the grass-root level in urban and rural communities of Beijing. The survey centers around five aspects including the structure of the Party organization at the grass-root level，the rank and file of Party，members，building of institution，regime for providing service and building an uncorrupted government. Policy recommendations are proposed accordingly.
