北京市公租房配建小区自2012年大规模配租以来,已经出现了租户和小区之间的明显分化,形成了以廉租房租户为主的“永居群体”、以公租房租户为主的“长居群体”和以趸租房租户为主的“暂居群体”。三个租户群体在社会关系、邻里互动、服务需求和参与倾向等方面都存在显著不同。配建小区的租户结构不同,所面临的服务管理的重点和难点也不同,需要更有针对性的精细化管理。
<<Since the distributive leasing on a large scale of the public rental houses specially constructed in residential quarters,both the renters and the residential quarters have divided distinctly into three groups:the “permanent group” of low-rent house renters,the “group of long-term residents” who are mainly renters of public rental houses;and the “group of short-term residents” who are mainly renters of whole-renting houses. The three groups are obviously different from each other in their way of dealing with social relations,neighborhood interaction,needs for service and tendency of participation. The different composition of renters at the residential quarters with public rental houses brings about different focuses and difficulties with regard to service provision which needs better aligned and well-tuned management.
