Since the 18th CPC National Congress held in 2012，the Party’s Central Committee，with Xi Jinping as its core，has attached great importance to the protection of juvenile rights and interests，and adopted a series of measures and actions for this purpose under the concept of rendering “special protection，priority protection and comprehensive protection” to juveniles. The legal system has been greatly improved；innovative working methods have been adopted and major headway was made in protecting the juvenile rights to subsistence，development，being protected and participation.
