The policy of urban community health service is an important component part of health service policy at large. It is a strategic measure for medical institutional reform and for solution of problems regarding “difficult to see doctor” and “costly to see doctor”. It is the main part of building system of social service and community service. When we look at the history and features of urban community health service，its policy framework and service system，its current situation and policy assessment，its main problems and related influences，its basic theoretical subjects and orientation of development，we can see that，although there is already 10 years since the beginning of policy design and systemic construction of urban community health service in China，its development and social effect is still not yet desirable and ideal，there is still insufficient research on the basic theory and policy concerning institutional design，and many important issues are not yet solved. This has caused a serious gap between theory and practice. In view of these，it is necessary to re-constitute an overall system of modern public policy，social policy，health policy and social welfare policy，so that the basic theoretical subjects can be solved. No doubt，all these are of great significance to the construction of a harmonious society.
