Social work and community service play important part in building harmonious society and social construction. It is decided by the value standard of social work which is important strategic choice for harmonious society and social construction. While the part of community service in harmonious society is decided by the basic role of community. The relationship between social work and community service is that，social work sets professional orientation and determines professional categorization for community service，social work provides value standard for community service and guarantees norms of community service，social work clarifies professional character，know-how and skills for community service. At the same time，social work acts as important carrier and platform of community work. In 2006，the State Council issued ＜Opinions on Strengthening and Improving Community Service＞，of which，six points draw our attention. It is a programmatic document for civil administration organs and community workers in carrying out community service and building harmonious society.
