City environment is the main point of city management. This essay introduced the “persuasive team of community environmental” founded by Yongshan Community，Fengtai District of Beijing，and the response from the society and mass media. In this essay，the author analyzed the necessity of community participation in the course of city environment management，formulized a new method of city environment management with coordination of the administrator and the persuader.
