广州作为中国改革开放的前沿,在性别平等公共政策体系和运行方面,有着主动的创新实践,已经具备相对成熟完善的模式。在现有公共政策、体制框架、政策执行实践和传统性别观念的影响下,广州也存在公共政策制定的局限、社会性别意识尚未成为公共政策部门的共识、妇联开展性别平等工作的局限性、性别咨询评估机制有待进一步落实等不足之处,建议从继续推动性别平等公共政策的修订与制定、推动国家性别平等促进机构的成立、充分发挥咨询评估机构作用、重点针对党政工作人员开展社会性别培训等方面,完善广州市公共政策运行模式。
<<Guangzhou, as the frontier of China's reform and opening up, has active innovation practices experiences in the system and operation of gender equality public policies, and it has a relatively mature model. Under the influence of existing public policies, institutional frameworks, policy implementation practices, and traditional gender concepts, Guangzhou also has several limitations in the formulation of public policies. Its gender awareness has not yet become a consensus of the public policy department. Moreover, the limitations of the Women's Federation's gender equality work, and gender consultation and assessment mechanisms need to be further implemented. It is recommended to continue to promote the revision and formulation of public policies on gender equality, promote the establishment of national gender equality promotion agencies, give full play to the role of advisory and evaluation agencies, and focus on gender training for party and government workers to improve the operating model of public policies in Guangzhou.
