To promote the implementation of the universal two-child policy， promote the healthy development of 0-3 year old child care service， and carry out a special investigation on 0-3 year old child care service in Guangzhou， this research found that， the current Guangzhou child care service development has a large gap to meet the requirements of “universal two-child” policy implementation. It exists the obvious contradiction between supply and demand， as well as cognition pitfalls. It is also lack development planning and construction， leadership， industry standards， personnel training， etc. It is suggested to strengthen the responsibility of the government， set up comprehensive child care service ideas， set up a leadership organization with clear responsibilities， set up long-term industry standards， construct the development of the co-construction and sharing mechanism， accelerate the establishment of a 0-3 years old child care service system.
