In the face of social disputes，we should take them as social normal management items，establish and improve the mechanism of dispute prevention，focus on legal and institutional measures，follow the legal procedures，and follow the principles of justice，fairness and openness，and seek to solve the disputes on the basis of fully ensuring the legitimate rights of the parties to the dispute.
