Cultural construction is an indispensable element of urban development， and only much attention paid to the historical inheritance and cultural texture of one city can continuously improve the development quality and promote the sustainable development of the city. As the largest historical， cultural reserve and open scenic spot in Beijing， Shichahai has taken the initiative to divert non-capital functions and improve the urban development quality， and set an example in this regard. Shichahai pays much attention to improving the local cultural quality. To further highlight and optimize the function of historical and cultural tourism， the sub-district has fully surveyed the development and utilization of local historical and cultural resources. On this basis， it has initiated the cultural display center project， and made periodical achievements in the work to improve local cultural quality. Moreover， we will research and summarize its experience of promoting the local cultural brand with the exhibition center， and discuss its innovation path. Moreover， the case embodies important realistic values for Shichahai to further improve its cultural quality and also provide a realistic example for brother cities in this respect.
