Strict governance is a good tradition of the Party， and the new leadership has upgraded strict governance to a new level： “comprehensive strict governance of the Party”.It is an important strategic move to strengthen Party construction in the new time， and plays a dominant role in the overall arrangement for “Four Comprehensive”. In this context， the Working Committee of Shichahai Sub-district of Xicheng District has established the Discipline Inspection Committee at the community level， implemented the three-level grid management mode， and accelerated the pace of extending comprehensive strict governance of the Party to the basic level. At the same time， it has refined the organizational structure and improved the organizational service. The Working Committee of Shichahai Sub-district has persisted in exploration and innovation and taken the lead by Party construction in Xicheng District， just echoing the requirement the Party has set in the report of the Eighteenth National Congress-“propel the construction of the Party with the spirit of reform and innovation in all areas”.
