In January 2017，in order to carry out the spirits of the important speechesdelivered by Secretary-General Xi Jinping during his survey in Beijing， particularly the requirement for building a world-class capital of harmony and livability， the People's Government of Beijing Municipality issued the “Implementation Opinions of the People's Government of Beijing Municipality on Organizing and Implementing the Special Campaign of Relocation and Governance to Promote Improvement（2017-2020）”. As the core area bearing the capital functions， Xicheng District has bigger responsibility and obligation to implement the special campaign. To this end， the district has made a comprehensive working plan after regulating the unauthorized change of residential properties to commercial properties in 2016. Shichahai Sub-district lies in the intersection between Xicheng District and other four districts， which makes it imperative to carry out the “Relocation and Governance to Promote Improvement” special action. It has innovated the “four-step” mode， and implemented the campaign by establishing the working mechanism， focusing on difficulties in work， transforming the working style and controlling the working pace. In this report， we will review the background behind its move to implement the special campaign， summarize its practice in order for the sub-district to implement the “Relocation and Governance to Promote Improvement” special campaign in order， and contribute its force to the functional diversion and transformative development of the capital.
