As an important area and unit for daily production and life of the public， sub-districts and communities now take on a more and more important task to build the basic governance system. The disaster prevention and relief capacity of one sub-district will directly relate to the life and property security of the public under jurisdiction. Strengthening the comprehensive disaster relief capacity is a job to strengthen the connotation of urban construction and an important content of improving the urban development quality. Shichahai is a representativesub-district in building the comprehensive disaster relief capacity in the capital. It has actively explored the development of the comprehensive disaster relief capacity at the community level， practiced related concepts in depth， and found out a series of disaster prevention and relief practices commensurate with its own characteristics， in a move to improve the regional development quality and realize a sustainable development. In this report， we will further review Shichahai Sub-district's basic steps to build the comprehensive disaster relief capacity at the community level， then generalize its successful experience and innovative practices， and finally provide some suggestions on how to improve the comprehensive disaster relief capacity at the sub-district level. We will provide a beneficial reference for further improving the comprehensive disaster relief capacity and enhancing the development quality of the block. At the same time， we will provide an excellent case for other cities， particularly megacities， to develop the comprehensive disaster relief capacity at the sub-district level.
