The communities at the grassroots levelhave shown a broad range of demands， and the diversified participation mode for the community governance is gradually taking shape in the context of deep progress of social reform as well as comprehensive transformative development of the society. More and more social organizations have become the participant in the community governance. They have injected fresh vitality into the community governance， and played a positive role in promoting the innovation and transformation of the community governance. Now， Xicheng District is making every effort to promote development and management transformation. In this context， Shichahai Sub-district has paid much attention to cultivating social organizations at the community level， strengthened exploration and innovation， and found out a way of social organization development at the community level with its own characteristics. In this report， we will review the background， practice， innovation and problems regardingthe sub-district's actions to promote social organizations' participation in the community governance， and provide a useful reference and example for other cities in this respect.
