街道作为基层政权，具有为居民提供优质公共服务的职责，开展好地区公共服务，满足地区企业和工作人员的基础公共服务需求，提升其满意度，对地区经济发展具有重要意义。对此，课题组于2017年5月以在什刹海街道辖区内纳税情况较好的一些企业的工作人员为调查对象，就企业工作人口对什刹海地区的公共服务供给、参与和获得情况进行问卷调查，共回收244份有效问卷为分析样本。本次报告通过对社区服务机构认知度、社区服务参与度、地区生活便利度、社区基本公共服务满意度、社区公共服务需求度五个方面的调查结果进行分析，发现存在社区公共服务供给模式单调、公共服务供给不平衡、部分公共服务项目的居民参与度和满意度不高等问题。本报告认为街道应该加强基础调研和监督考评，提高地区公共服务供给的科学性和有效性；注重地区公共服务的多元化发展，不断创新地区公共服务模式，促进地区公共服务的全覆盖；建立健全地区公共服务供给的长效机制，不断完善地区公共服务体系。
<<The working population contributes a lot to the economic prosperity of one region. A sub-district plays a positive role in optimizing regional public services， satisfying the demand of the working population for local public services， improving residents' satisfaction and enhancing the capacity to serve the local working population. This will help maintain a sustainable and steady development of the region. To this end， the project team performed the first public service survey among the working population under jurisdiction of Shichahai Sub-district in January 2015， and once again initiated a questionnaire survey on the supply， involvement and acquisition of public services in Shichahai Sub-district among the corporate working population in May 2017. This report analyzes awareness of service institution， involvement in community service， regional life facilitation， satisfaction with community-level basic public service and demand for community-level public service. Then， we have performed a longitudinal comparison of the survey results， reached overall conclusions and provided concrete suggestions relating to existing problems.
