In February 2016， the Central Committee of the Communist Party of China and the State Council issued “Several Opinions on Further Strengthening the Work of Urban Planning， Construction and Administration”， which explicitly proposes to “promote the block system for new residential communities and no longer construct enclosed communities in principle”. Moreover， the document specifies that the completed residential communities and organizational courtyards shall gradually open the door， open internal roads to the public， resolve the traffic network layout and promote intensive utilization of the land”. In this context， communities and blocks will face new adjustment， integration and innovation. Xicheng District is the core district of the capital functions， and Shichahai is the emblem for Beijing as a famous historical and cultural city. Now， Shichahai is imperative to innovate the governance mode and enhance the governance capacity at the grassroots level while Beijing is implementing the urban strategic positioning， building the capital of a great socialist motherland， building the capital of a power nation marching towards the great revival of the Chinese nation and building a world-class capital of harmony and livability. In this report， we will start with the rise of the urban block system， and take Shichahai of Xicheng District for example to analyze the foundation for implementation of the block system. Then， we will review major practices and experience of the block system in foreign countries. Finally， we will share our opinions on the block governance of Shichahai as a positive exploration to implement the block system across Beijing and the entire country.
