As a carrier to converge national spirit，the modern public cultural service plays an important role in guaranteeing citizen’s cultural rights and building a culturally strong nation. One of the tasks of constructing modern public cultural service system is to deepen the operation mode and mechanism of public cultural institutions，so as to adapt to the changing of government function and the deepening of reform. The introduction of international cultural concept brings the change of policy creation and management system，and one of the ways is to improve the corporate governance structure. The paper focuses on the realizing of cultural governance，then analyzes the new requirements in the modern construction of public cultural services system，the dilemma of traditional culture management’s organization and system，and analyzes the public cultural institutions how to use the council system promote the construction of corporate governance structure. And these three aspects are regarded as the beginning of the substantive system construction to promote the realization of cultural governance.
