This paper is the technical report on “The Measuring Systems of Health Consumption and Public Health Expenditure of China”. Based on the national and provincial available data from 2000 to 2016，it explains the basic data source，the data deduction method，the related numerical relationship，measuring system design and the specific index calculation；and analyses the correlative growth trends reflected by various data facts. By putting the residents’ health consumption and public health expenditure growth into interrelated background of the economic and financial growth，into the community and people’s livelihood development，into the adjacent relation of the E.S.C.H.（education，science & technology，culture，health） expenditure growth，and into the regional differences，urban and rural gap of the per capita value，this evaluation system aims to roundly assess the growth coordination and equalization of the residents’ health consumption and public health expenditure，thus to get the applicable comprehensive evaluation index under the current statistical system meanwhile realizing commensurability，comparability and repeatability.
