This article analyzes the overall status quo of new economic development in Northeast China through the New Economic Index. As a result，it was found that：（1）The new economic development situation in the northeast region is generally very low，far lower than the national average level of new economic development；the three provinces have large differences in the degree of new economic development，and Liaoning Province has the highest level of new economic development，followed by the new economic development level in Jilin Province. Heilongjiang has the lowest level of new economic development.（2）Compared with 2015，the new economic development in the northeast region in 2016 showed a positive trend of good development overall. The growth rate of new economic development in Liaoning Province is the largest，and the gap between the three provinces in Northeast China has further widened.（3）From the six indicators that constitute the new economic index，the Northeast’s innovation capability，globalization，greenization，digitization，networking，and intelligence have all fallen behind the national average；Northeast China has relatively prominent advantages in network and innovation capabilities，and there are obvious deficiencies in digitalization，intelligence，and globalization. After summarizing a series of policies and measures to promote the development of the new economy in Northeast China，this paper further proposes：to improve the level of management and service，to create a relaxed and harmonious market environment；to further relax market access，establish and improve a prudent supervision and law enforcement system；An honest and trustworthy credit environment creates a comfortable consumer environment.
