受国家体育总局群体司委托,上海体育学院公共体育服务发展研究中心对各地省、市、县三级《全民健身实施计划(2016~2020年)》(以下简称《实施计划》)研制工作进行了评估。通过对《实施计划》的研制工作举措、提交时间、出台数量、内容质量以及地方特色等几方面的评估,评估组认为全国各地认真贯彻落实了国务院制定发布的《全民健身计划(2016~2020年)》,研制工作总体情况良好。由于《实施计划》研制工作受自然资源、经济基础、社会环境等因素制约,存在《实施计划》研制体系较为封闭、执行存在偏差、缺乏配套政策以及研制内容存在同质化等问题。未来需要强化组织保障,注重因地制宜,确保公开透明并加强动态跟踪。此次评估工作不仅有助于促进各地更好地开展全民健身活动,而且将为全民健身政策完善提供客观依据。
<<Entrusted by the group division of the general administration of sport of China,“public sports service development research center of SUS” evaluate the design work on the “National Fitness Implementation Plan (2016-2020)” at three different levels:provinces,cities and counties. Through to the design work of “implementation plan” evaluation on work measures,submit time,quantity,quality of content and local characteristics,the evaluation team think the design work is generally good and the “national fitness plan (2016-2020)” was serious carried out all over the country. As restricted by natural resources,economic basis and social environment factors,there are some problems in the design work of “implementation plan”,such as relatively closed work system,deviation,lack of supporting policies and content homogeneity. In the future,we need to strengthen the assurance of organization,pay attention to local conditions,ensure openness and transparency and strengthen dynamic tracking. This evaluation will not only help promote better nationwide fitness activities,but also provide an objective basis for the improvement of national fitness policy.
