As the important battle fortress and component of the ideological and political work，the construction of the learning-type primary Party branch of college students is particularly important under the network background. Through the analysis of the main body structure of it，the influencing factors can be summed up into three categories：individual，organization and environment. In order to ensure the effectiveness of the establishment of the learning-type party branch，we should give full consideration to the factors such as network，personnel，system，objectives and guarantee in the process of building the platform，and establish the knowledge sharing and learning mechanism of the Party branch. And this kind of branch is evaluated mainly from four aspects，learning，application，sharing innovation and infrastructure construction.
