Community is the core subject of sociology and a hot topic in the current society. The community can not be divided into culture. So in the process of community governance in urban and rural areas， cultural construction is of natural and inherent importance. Since general secretary Xi Jinping put forward “four confidence”， the construction of cultural confidence has a prominent political importance at the community level. Accordingly， based on the extensive investigation of the current situation of cultural construction， system construction， system and mechanism construction， innovation achievements and existing problems in Sichuan's urban and rural community governance， this article puts forward some countermeasures and suggestions for the construction of community culture.
