Autonomous mass organizations at the grass-roots level both grassroots administrative functions of the government， and autonomous organization of the service function， though not the government， don't have the qualification of administrative power and ability， but its autonomy at the grass-roots level， mass organizations and the irreplaceable role.The author through the investigation and study found that Sichuan province autonomous mass organizations at the grass-roots level in urban and rural community residents directly elect the rate high， high recognition on the basis of the masses， face town government burden， specialized level is not enough， autonomy ability is low， low public participation， lack of democratic supervision and development dilemma， tries to put forward to the town， and return to the village（house） people autonomy， establish checks and balances supervision mechanism， and improve the mechanism of government purchase services， cultivating autonomous organization backbone.Give full play to the village（house） committee in value leading， organizing， support services， overall coordination， condensed backbone role， truly autonomous mass organizations at the grass-roots level shall have the functions of good play， puts forward the urban and rural community autonomous mass organizations at the grass-roots level management advice.
