Using the method of qualitative and quantitative analysis，this paper constructs the index system of Shaanxi Higher Education’s contribution rate to science and technology innovation on the basis of systematically combing the mechanism of the contribution of higher education to science and technology innovation，and analyzes the contribution level of Shaanxi higher education to science and technology innovation in 2006-2015 years. The results show that the contribution level of Shaanxi higher education to scientific and technological innovation is generally low and declining. Furthermore，it is concluded that the main reasons for the low contribution of Shaanxi higher education are the insufficient investment in science and technology，the shortage of scientific and technological manpower and the low market transformation level of scientific research. Put forward to increase the investment of science and technology funds in universities，establish the long-term mechanism of scientific and technological funds input，strengthen the introduction and training of science and technology talents in universities，establish the talent cultivation mechanism of “local cultivation + external introduction”，improve the policy environment of market transformation，and set up the mechanism of scientific and technological achievements.
