本研究运用定性与定量分析相结合的研究方法,在系统梳理高等教育对科技创新贡献作用机理的基础上,构建了陕西高等教育对科技创新贡献率的指标体系,并运用相关统计方法,分析了2006~2015年陕西高等教育对科技创新的贡献水平。研究结果显示,陕西高等教育对科技创新的贡献水平总体偏低且呈下降趋势。进而分析认为陕西高等教育的科技经费投入力度不够、科技人力储备不足以及科研成果的市场转化水平较低是导致贡献偏低的主要原因。提出加大高校科技经费投入,建立高校科技经费投入长效机制;加强高校科技人才引进和培养,建立“本地培养+外部引进”的人才培育机制;完善市场转化的政策环境,建立高校科技成果转化机制等政策建议。
<<Using the method of qualitative and quantitative analysis,this paper constructs the index system of Shaanxi Higher Education’s contribution rate to science and technology innovation on the basis of systematically combing the mechanism of the contribution of higher education to science and technology innovation,and analyzes the contribution level of Shaanxi higher education to science and technology innovation in 2006-2015 years. The results show that the contribution level of Shaanxi higher education to scientific and technological innovation is generally low and declining. Furthermore,it is concluded that the main reasons for the low contribution of Shaanxi higher education are the insufficient investment in science and technology,the shortage of scientific and technological manpower and the low market transformation level of scientific research. Put forward to increase the investment of science and technology funds in universities,establish the long-term mechanism of scientific and technological funds input,strengthen the introduction and training of science and technology talents in universities,establish the talent cultivation mechanism of “local cultivation + external introduction”,improve the policy environment of market transformation,and set up the mechanism of scientific and technological achievements.
