“Energy-saving，Emission-reducing” was highlighted in the state’s environmental protection in 2007.A series of “combined measures”，including strengthening environmental law enforcement，suspending approval of basin projects before environmental standards are met and initiating new economic policy and institutional construction，etc.curbed the blind expansion of industries with high energy-consuming and serious pollutants discharge or industries with excessive energy，and effectively reversed the emission rising of sulphur dioxide and COD，making a turning point on “Energy-saving Emission-reducing” albeit a long way to go still.
