In recent years，group actions driven by environmental pollution have increased greatly.The main cause is the serious threat of environmental pollution to basic right of survival of the masses and no guarantee for this right.There is a tendency of growing size and antagonism and new factors and features of wide use of computer network and mobile phones.This paper makes some proposals for setting up preventive mechanism and for improving strategies and measures of the local governments to cope with environmental group actions.
