This paper introduces the importance of planning the environmental assessment based upon the events of Xiamen “HaiChang PX Programme”and Beijing “Liu Li Tun electric power program”.This paper analyses and discusses the reason for slow progress in China’s plan of environmental assessment，such as intention obstacle，conflict of interest and the deficiency in legislation etc.The author makes suggestions of promoting plan of environmental assessment.
