This paper introduced the building of China’s environmental legitimacy in 2007.Environmental legislation had new progress，more emphasis on public participation；environmental law enforcement got strengthened but the long-term mechanism for these enforcement was required.Despite of public benefits litigation，it was still lagging on both the enterprises abiding by environmental law and the public participation on environmental impact assessment，where a pressing improvement was calling for.
