The author of this thesis contends that the impacts of climate change on China can be reflected in the consensus of the Chinese civil society.In the meantime，by systematically reviewing NGOs’ efforts to address climate change，the author expects to promote extensive social participation and encourage collective governance by governmental，corporate and civil society actors.
