This paper focuses on the research methods，basic theoretical assumptions and theoretical model of contemporary Chinese local government behavior in recent years，and tries to put forward new research questions and ideas in the dialogue between basic theory and existing empirical research from the perspective of economic sociology. This review summarizes some theories related to the behavior of local governments，highlights the role of basic theory in explaining contemporary Chinese government behavior，and affirms and demonstrates the broad possibility to dialogue with basic theory based on Chinese evidence.
