In face of the traditional problems of food safety field，as well as the challenge under the new situation of food safety regulation，Shanghai city formulates “Shanghai Food Safety Regulations” and publishes relevant supporting measures to strengthen food safety management，thus forming the preliminary pattern of food safety problems with social governance. In order to effectively enhance the level of food safety，Shanghai should construct comprehensive governance and solutions that meet their own characteristics by virtue of promoting public participation，innovating regulatory models and improving liability insurance and so on.
