With the gradual construction and improvement of pilot free trade zone，the construction of free trade zone is imperative，and the construction of Shanghai free trade zone has attracted wide attention. At present，China lacks the top level legislation of free trade zone，and the supporting laws and regulations are not sound and the authorization is unclear. There is still a gap between reform and internationalization in investment and finance. The system construction of Shanghai free trade zone needs to be unified and systematic，and the reform of investment，finance and other fields need to be closely followed internationalization.
