According to the revised Local Organization Law，the national people’s congress has been established the legislative committee in all districts of Shanghai，thus achieving the “full coverage” of this institution. As the permanent specialized agencies，the role of legislative committee with district level of national people’s congresses to assist the national people’s congress at the same level to carry out the work related to its function，actually it has 15 specific functions and powers，and has characteristics such as technicality，professional，assistance，regular and authority. At present，it actively participates in five aspects including：local legislation and related affairs of national legislation，record and review of the normative documents，law enforcement inspection，assisting the standing committee of National People’s Congress with a district level to make a decision on important matters，motions and recommendations of the representatives，and good system effect has been obtained. In order to promote the good operation of the legislative committee of the National People’s Congress，we should guarantee it in the aspects of concept，system，organization and talents. We should also recognize that legislative committee with a district level should provide comprehensive service for municipal National People’s Congress，and should exercise important role when National People’s Congress with a district level exercise is decision rights，and the special functions should be highlighted in the construction and improvement of the work system of the National People’s Congress，but it should not be the supervisor and subject that exercises the decision of major events.
