The legislation focuses on enhancing the operability of legislation；Judicature promotes convenience，hard to grasp the implementation of it，and pays attention to the equal protection of private economy；Administrative law enforcement focuses on the efficient and convenient implementation，strengthens the standardization of the administrative law enforcement，adheres to the civilized law enforcement，strengthen the management and constraints of assisting workers，and actively plays a fundamental role of the market in allocating resources.
