In this statistics，each specific indicator is divided into three major categories including basic attribute parameters，parameters of setting way of fine，comparison of parameters of fine setting. By virtue of empirical research method，through comparing the condition of administrative finesetting of local regulations in Shanghai，describe the trajectory of the evolution of fines setting，so as to comprehensively examine the rationality，scientific and co-ordination of local administrative finesetting，systematically sorts out the types of fine setting and its combination method，thus putting forward some suggestions to improve the local administrative fine setting of local regulations in this municipality.
