政府购买作为社会治理体制转型过程中的重要手段逐渐进入人们的视野。在这个过程中,政府与社会组织之间的关系是怎样的?是否会在政府购买过程中发生变化呢?本文通过分析同一地区助残领域内四个典型案例来研究这一演变过程。研究发现:(1)政府购买中政府与社会组织间存在着行政依附、资源依赖和合作伙伴三种关系状态;(2)二者关系的差异来源于政府和社会组织在过程中的互动状态:一方面,社会组织在购买过程中,其对内在使命价值的坚持程度、专业能力的差异,会影响社会组织把控资源的能力,建构不同的关系;另一方面,政府对社会组织的开放支持程度也十分重要,若运作不当,在政府购买中资助方和被资助方之间容易呈现非对称的依赖关系,会产生社会组织使命偏移的风险。
<<As an important way in the process of the transformation of social governance system,the government purchase of public services has gradually entered people’s vision. What is the relationship between the government and the social organization in the process?Does it change during the process?The paper studied the possible changes in relationships between government and social organizations during the process of government’s service contracting through four cases in the field of the disabled. The study concludes that:(1)There are three kinds of relationship between government and social organizations in the government purchase:Administrative Attachment,Resource Dependence and Cooperative Partners;(2)The difference of the relationship originates from the interactive condition of the government and social organizations in the process. On the one hand,the differences of professional abilities and the degree of adherence of values and missions have influences on the organizations’ competency to deal with resource,and form different relationship models subsequently. On the other hand,the support from government is also crucial,if there is improper operation,it would be likely to produce the asymmetric dependencies and have the risk of mission deviation in social organizations.
