The policy of domestic visiting scholars of university teachers，which has been implemented for over 30 years，went through three stages，including the budding stage of exploration，the stage of standardization and institutionalization and the stage of adjustment and reform. After entering the 21st century，its policy effect has been questioned more and more frequently because of a series of problems like the policy guidance of emphasis on teachers’ international background，the increasing cost of domestic visiting，the defects of visiting result evaluation system and so on. It is high time that we took measures to promote the realization of the policies，like paying attention to the evaluation of the implement of this policy，strengthening cost accounting，establishing an expense sharing mechanism among the government，universities and individuals as well as implementing classifying subsidies and assessment methods.
