高校教师国内访问学者政策实施三十余年,历经萌芽探索、规范化和制度化以及调整改革三个阶段。进入21世纪后,由于教师国际化背景的政策导向、国内访学成本增加、访学效果缺乏有效评价等一系列问题,国内访学政策效果不断受到质疑。因此,进一步加强政策实施效果评估,加强成本核算并形成政府、高校和个人分担机制,实施分类资助和评价方法是促进国内访学政策价值实现的重要途径。
<<The policy of domestic visiting scholars of university teachers,which has been implemented for over 30 years,went through three stages,including the budding stage of exploration,the stage of standardization and institutionalization and the stage of adjustment and reform. After entering the 21st century,its policy effect has been questioned more and more frequently because of a series of problems like the policy guidance of emphasis on teachers’ international background,the increasing cost of domestic visiting,the defects of visiting result evaluation system and so on. It is high time that we took measures to promote the realization of the policies,like paying attention to the evaluation of the implement of this policy,strengthening cost accounting,establishing an expense sharing mechanism among the government,universities and individuals as well as implementing classifying subsidies and assessment methods.
