Postgraduate education is not only a very important part of the construction of a powerful country in higher education but also a key factor in leading the “Double Top” construction to a further development. The New Normal of postgraduate education，features in a change from scale expansion to connotation development，brings many new requirements for postgraduate education，such as quality-oriented，innovation-driven internationalization-directed，etc. In this context，this paper proposes a postgraduate cultivation model of “Four Forces Collaboration”，namely，hard work of students best effort of teachers good management external resources. Taking the reform of postgraduate education in Zhejiang University of Finance and Economics as an example. This paper analyzes the mechanism of action and effect of this model，and points out that we should not only make our own best effort but also make use of external advantages to improve the quality of postgraduate education. Hope this research will provide thought-provoking ideas for improving postgraduate education quality for other universities.
