At present，colleges and universities are formulating development strategy of disciplines according to their own advantages to achieve the new developing aims of higher education of “Double Top” strategic plan. This paper deeply analyze the establishment of top discipline construction goal of law and economics disciplinary cluster and systematically explains the development strategy of the three forming of student，academic and discipline as an organic whole，combing the ZUELs top discipline construction practice，and puts forward specific ideas and measures of how to realize the aim of top discipline construction by further improving stimulating and restricting mechanism，input-output mechanism and collaborative innovation mechanism.
