Since the execution of the “Implementation Opinions of Accelerating the Citizenization of Migrants from rural to urban areas” in 2016，Shandong province has focused on the solution of the main and difficult problems encountered by three kinds of migrants from rural to urban areas in the process of citizenization，and set up and carried on a series of “equalization” policies，including housing，employment，social security，children education and public service. In 2017，major breakthroughs in the policies of citizenization of migrant workers have been made，such as deepening the reform of household registration system and fully implementing residence permit system. Citizenization of inhabitants in urban and suburban villages has been put forward steadily，housing conditions，infrastructure，and community environment for these residents have been improved. Protection measures for the “three dimensions of rights and interests” of residents have been implemented. Citizenization level of population leaving agriculture in rural areas has been promoted since the carrying capacity of small towns and new-rural communities has been improved. In 2018，based on the achievements，in accordance with the requirements of the 19th National Congress of the Communist Party of China，Shandong Province should promote the innovation of the institutions and mechanisms of citizenization，implement the integrated development of migrant workers，Inhabitants in urban and suburban villages，and population leaving agriculture in rural areas and urban residents.
